Meadow Canyon Springs Water System -
Late in 2010, Dale Clarkson of Clarkson Investments approached the DSROA Board with a
proposal to develop the Meadow Canyon Springs just north of the Upper Cabins for both
irrigation and culinary use. It was suggested that if constructed properly, a culinary
water system in this area could serve up to 42 Member lots as well as provide a State
Approved water source for the Upper Cabins.
After several discussions at Board meetings, it was decided to investigate the feasibility
of the proposal in a stepwise manner, as follows:
1. Have a registered engineer prepare a Preliminary Evaluation Report on the Springs and
submit it to the State Engineer for approval. This is a necessary first step as
non-approval of the Springs as a source would disallow the use of the system to supply
potable water.
2. Under the direction of an engineer, evaluate the Springs themselves in order to
determine how best to develop them and how to construct a catchment ("spring
box") to divert the water into a water system.
3. After the spring evaulation, determine costs, timeline and scope necessary to construct
the spring box.
4. Construct the spring box and evaluate the resulting water flow. The water quality must
meet Utah Div. of Drinking Water Standards to be used for culinary (potable) water
purposes.
5. Using the flow data from the improved springs, begin a process of designing a water
system using them as the source. This can be an irrigation system to start, as an
irrigation system will be the least complicated and expensive way to start using the
water.
Culinary water system design can also be integrated with the process, keeping in mind that
this will be a much more expensive endeavor, and may take some years to complete.
6. Begin a phased process of constructing irrigation / culinary water systems as money and
other factors permit.
As of this date, Step 1 has been completed. The PER has been created and submitted to the
Utah Div. of Drinking Water for approval. There are some changes that needed to be made -
Clarkson Investments is currently working with DDW on them.
Step 2 is being arranged, in accordance to the Motion voted on by the Board at the July 8,
2011 meeting:
"That we move forward conceptually on a 50 - 50 cost sharing basis with the
development of the spring in the meadow with Dale paying for the costs of that up front
and the Board being made aware of approving how much those costs would be with the
expectation that they will be reimbursed in the 2012 budget."
The estimated cost of the Spring Evaluation is $2800.00 per a bid from TC Engineering of
Kanab, half of which would be borne by the Association and would be paid from monies set
aside in the 2012 budget for that purpose.
It is realized that this is a potentially large and complex project for the Ranch, and
that the free flow of information between those involved with it and the rest of the
Membership is key. To that end, member input will be solicited during all phases of the
project.
